With the U.S. Congress returning to Washington this week, we were hopeful that farm bill negotiators could finalize outstanding issues and wrap-up the conference report. According to our contacts, the list of unresolved provisions has decreased to about 15 significant issues. The hottest topic continues to be the future of dairy policy. A public discussion has erupted in regard to whether or not the newly designed program will include supply management mechanisms. In the end, the final deal will likely not include supply management. In addition to dairy, the NASCOE supported county office language is still unresolved. NASCOE leadership continues to urge the conference committee to adopt the House language. Thank you to our Michigan members for contacting Senator Debbie Stabenow’s office about the importance of the county office language.

As for finalizing the bill, our contacts report that negotiators hope to schedule another public conference meeting for next Wednesday. If this meeting occurs, the bill would likely be finalized by the end of January. Until then, please keep reminding your Members of Congress about the importance of FSA’s County Office structure. As a team, we will move forward together and enjoy great successes.
