By now I’m sure you are all like us, knee deep in DCP folders and acreage reports. With the delay in the passing of the farm bill, it has put us all in panic mode. But, as always, we will get the job done. In passing the farm bill, it brings to light an issue that we need to be preparing to face……. “USDA Reorganization”. Chairman Peterson has said that he plans to act on USDA Reorganization after the farm bill was passed, so get ready. NASCOE is already hard at work on this very important battle, but they will need our help. I know you have heard, MANY times, how important Capwiz is. Well folks, now is the time to sign up and put this very effective tool to work. With our agency facing the USDA reorganization plan, Capwiz will be a vital part of our defense to win the fight. Just remember DO NOT use your government computer or e-mail address! If you do not have a computer at home, check with your local library or your neighbor and you can get a yahoo e-mail account free. It really is easy! If you need help with signing up or creating an e-mail account, contact me, or one of the other officers, and we will be glad to help you. Currently, Tennessee has 110 subscribers! While this number is good, we need everybody to signup. There really is strength in numbers! Also, use the “Tell a Friend” button. Those letters count as well.

NASCOE is working on establishing a National Membership Database. This is very important because the use of government computers is becoming more and more restricted. This will be a quick and easy way for our NASCOE leaders to get critical information out to its members. Please take the time to send in your HOME address and e-mail address to Shirley Redfearn by July 15 so that she can send in your information and get you on the list.

Speaking of restricting use of government computers… you may have noticed that there has not been a lot of TASCOE or NASCOE information posted on our state employee interest page. Dr. Jenkins has asked us (TASCOE) to limit what we put on the page and to utilize our TASCOE website more. He is concerned with soliciting money, such as selling cookbooks and fund raising, as well as legislative issues. He has agreed to let us put a note to check the TASCOE website for important information, or we can post things like deadlines. This is all in trying to make sure we keep in line with using the government computers within the law.

On a happier note, I have heard from people from other states that say the 2009 NASCOE Convention in Gatlinburg will be the biggest one ever! I know it seems like next August is far, far away, but it will be here before we know it. Most businesses are allocating their 2009 budgets right now, so NOW is the time to ask them for a donation or sponsorship. Also, each county office was mailed tickets for a chance to win a Big Screen TV. This has been changed to a $3,000 Visa Gift Card. This Visa card can be used anywhere for anything at anytime. I would like to see every office sell the tickets that they were sent. Of course if you need more, just ask Joy, she will be glad to send you what you need. Don’t forget the bears and cookbooks! Let’s make the 2009 NASCOE convention the BEST convention in the history of NASCOE!!

Farm Bill Report

The passage of the Food, Conservation, and Energy Act of 2008 Farm Bill finally appears to be imminent. It covers the 2008-2012 crop years. Even though the President is threatening a veto of the bill, as of today, it appears there are enough votes in the House and Senate to override a veto. NASCOE seems to have been very successful with our efforts during the farm bill development process. Even though conservation administration was not obtained, the message the membership took to their legislators on FSA’s abilities, and recommendations of efficiency garnered FSA numerous new responsibilities. In addition, NASCOE is expected to be instrumental if initiated upon the completion of the farm bill. Conservation administration will be a major topic of discussion if reorganization becomes reality.

Chairman Peterson has indicated that he plans to move on USDA reorganization after a brief break from the Farm Bill. Listed below are some of the farm bill highlights that affect FSA:

 Maintained our position in all current farm programs and conservation programs
 Permanent Disaster Program administration

-Emergency Conservation Program
-Livestock Indemnity Program
-Emergency Assistance for Livestock, Honey Bees and Farm Raised Fish
-Tree Assistance Program
-Supplemental Revenue Assistance Program

 Average Crop Revenue Election administration (ACRE)
 FSA IT modernization (Section 1618)
 GSA vs. Local leasing authority review (Section 1620)
 Extended the MILC Program
 Included hay as an eligible commodity for the FSFL program (Section 1614)
 Non Insured Assistance Program Expansion
 Semi-Annual deceased producer reconciliation report (Section 1611)
 Geographically Disadvantaged Farmer Assistance (Section 1621)
 Signature authority clarification (Section 1617)
 Ability to Donate Excess and Surplus Computers in Rural areas (Section 14220)
 Prohibition on closure of Farm Service Agency county offices (Section 14212)

- According to discussions held with Capitol Hill and USDA, the 20 mile provision will only be applied to approximately 60 offices nationwide. NASCOE will watch this provision closely and will work with the department to make sure this provision is used responsibly.

Crop insurance and several other entities were pushing hard to be assigned some of these new program responsibilities. The track record of FSA and the diligence of NASCOE members in the legislative process have prevailed in the assignment of these duties. Hopefully, some of the operational changes that were suggested by our members and inserted by legislators will assist FSA in getting the job done. Our responsibility will be to deliver these programs with the same fervor, compassion and efficiency as demonstrated over the past 70 years.

In conclusion, NASCOE wants to thank every member that sent a letter, made a personal contact or assisted in any way in our farm bill successes. Members should be very proud of how NASCOE was asked to engage in the development of this bill. As always NASCOE’s strength is dependent on the commitment of the members and all deserve a resounding WELL DONE.

NASCOE Communication Tools

I know most of you probably already know this but, there are two unofficial communication tools that are available to us. These tools are an excellent way to stay informed of issues like FSA Tomorrow and pending legislation that may affect our agency. I’ve listed each site below and a little bit about each one.

* The yahoo based newsgroup which sends out daily emails to its members. To join simply send an email to
nascoemembers-subscribe@yahoogroups.com and follow the instructions that the system sends back to you.

* The website at http://nascoemembers.org which contains news headlines on the front page and interactive forums for members.

Both of these services are operated at no cost to the users, and no cost to NASCOE. Both services are unofficial communications tools, and as such do not reflect the official position of NASCOE. If official content appears on the site it will always be on NASCOE letterhead. The privacy policy prevents the use of the system to send junk mail (spam), and your email address is never rented, shared, sold or given away.
